This nationwide initiative ensures a safer, faster,
and fully paperless signing experience for homebuyers.
To proceed, purchasers are required to:

1. What is eSPA and HIMS?
eSPA (Electronic Sale and Purchase Agreement) is the government-mandated digital version of the residential property Sale & Purchase Agreement in Malaysia that must be generated, signed, and managed through the official digital system. Meanwhile, HIMS (Housing Integrated Management System) is the central online platform developed by the Ministry of Housing and Local Government (KPKT) to manage developer licensing, project data, SPA generation, digital signing, tracking and related housing workflows.
2. How does the digital signing process work?
The eSPA signing process uses secure digital signatures backed by Malaysia’s Digital Signature Act 1997 and public key infrastructure. Buyers and other parties must complete identity verification (eKYC) using the government-approved digital identity app (such as iDsaya) and then sign digitally via HIMS. Digital signatures link your identity securely to the contract and are legally binding.
3. Can I still sign a manual (physical) SPA?
No. From 1 January 2026, all new residential SPAs must be prepared, signed and stamped digitally through HIMS. Paper/manual SPAs will no longer be permitted for new housing transactions subject to this regulation.
4. Who manages the HIMS system
The Housing Integrated Management System (HIMS) is managed and administered by the Ministry of Housing and Local Government (KPKT) of Malaysia.

6. Are there user guides or manuals available?
Yes. Official user manuals are provided by KPKT for developers and users, such as the HIMS User Manual – Manual Pengguna HIMS, which explain procedures for SPA generation, signing workflows, and system navigation.
7. Do I still go through my lawyer? What is the role of lawyers in this digital process?
Yes — you still need your own lawyer. eSPA does not replace the legal role of lawyers. Lawyers remain essential for legal advice, due diligence, representation, contract review, and ensuring your rights are protected throughout the property transaction. The HIMS system has dedicated sections to include legal representatives (e.g. “Agent” or “Peranan Peguam”) and supports their participation in the digital signing and verification process, but it does not eliminate the need for legal involvement.
